Universal's Approved Dark Universe Permit Includes a Ride Maintenance Bay, All But Confirming a Third Ride at Epic Universe's Monster Land

Universal has spent months refusing to say what it is building in the darkest corner of Epic Universe. A newly issued building permit just answered the biggest part of the question for them.

Orange County has issued the permit for "Project 680," the mystery structure tucked behind Dark Universe that fans have tracked since the spring. The permit, number B26902626, was filed in March and, according to Orlando ParkStop's permit reporting, cleared this week, with an expiration of January 2027. Buried in the paperwork is the detail that changes everything: a "ride maintenance bay" on the first floor.

Why that matters: A ride maintenance bay is where you service ride vehicles. Its presence all but confirms this building is a ride, not the live show or theater some had guessed when the permit was first filed. Back in June, when the filing for the roughly 71,500 square foot building surfaced, Universal would only say permit filings were "a routine part of that process" and that it had "no further details to share." The purpose was anyone's guess. Now the guessing is mostly over.

What the permit spells out

  • Size: 93,308 square feet total, with about 71,500 square feet of usable tenant space, spread across three stories.
  • Where: On roughly three acres set aside in the original plans as "Expansion Phase 2," with a guest entrance planned between The Burning Blade Tavern and Monsters Unchained: The Frankenstein Experiment.
  • Status: Permit issued this week, expiration January 2027. Aerial photos show no vertical work has begun on the plot yet.

The building sits on the edge of Darkmoor Village, the gothic village at the center of Dark Universe. That land opened in May 2025 with two attractions, Monsters Unchained: The Frankenstein Experiment and Curse of the Werewolf. A third would be the first major new ride added to Epic Universe since the park debuted.

So which monster is it?

That is the part the permit does not answer. It describes a ride building, not a theme. Fans and reporters have floated an indoor Creature from the Black Lagoon boat ride, given the shape and scale, while others have guessed at Bride of Frankenstein. Universal has named no character and confirmed no story. For now, all we can say for certain is that something with ride vehicles is coming to Darkmoor Village, and that Universal is still not talking.

Parks Magic first covered this building when it was only a filing in June. The new permit issuance, and that one telling line about a ride maintenance bay, is the clearest documentary step forward since.
